Job Description

Coordinate the delivery of NREL’s capital investment program from project request to project execution to enhance the impact of NREL’s science and technology mission. Housed within NREL’s Site Operations center, the Capital Investments Program Manager is part of a diverse group of interdisciplinary experts from project management, engineering and construction, as well as research operations working together to strategically select, program, design, and build state-of-the-art research laboratories and other facilities. Expert understanding and application of project management principles, concepts, practices and standards.

  • Coordinate the annual capital project selection and approval process including validating project requests.

  • Coordinate associated project programming and user requirements.

  • Facilitate pre-construction communications between major stakeholders including the executive leadership team.

  • Develop pre-construction cost and schedules estimates utilizing personal experience with similar work and input from NREL subject matter experts.

  • Continue to develop NREL’s capital investments Program to optimize the facilities delivered under with these funds.

  • Streamline and coordinate processes and communications.


Basic Qualifications

Relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience.


Additional Qualifications

  • Ability to work well with diverse set of stakeholders in dynamic Program including collaborating with senior executive managers.

  • Proven ability to help document the programming details and requirements of capital projects with stakeholders.

  • Experienced managing cost and schedule estimate process to provide accurate estimates based on project definition.Track changes to pre-construction cost and schedule estimates and the reasons for changes.

  • Ability to proactively manage pre-construction scope creep.

  • Expert understanding and application of project management principles, concepts, practices and standards.

  • Expert knowledge of technical field and related disciplines.

  • Exhibits an exceptional degree of ingenuity, creativity and resourcefulness.

  • Outstanding interpersonal, conflict resolution, teaming and communication skills.

Preferred Qualifications

  • Ability to lead development of a streamlined yet impactful project workflow system that tracks and authorizes projects through stage gates.

  • Proven ability to provide accurate pre-construction cost estimates through various phases of project definition.

  • Experienced in project controls and project management.

  • Experienced monitoring project execution including generating and communicating monthly project performance reports and variance explanations.
