Job Description

NREL has an opening for a Chemical Safety Program Lead/Hazard Identification Program Lead. Key responsibilities will include

  • Support the implementation of NRELs Chemical Safety programs in accordance with DOE orders and standards, applicable codes, and NFPA standards.

  • Provide collaborative chemical expertise to other NREL programs that rely on chemical safety information (e.g., Lab Protection, Occupational Health, Fire Protection, Industrial Hygiene, Environmental, , Pressure Safety, etc.).

  • Support NREL’s successful implementation of DOE Order 151.1D, Comprehensive Emergency Management System.

  • Support Laboratory Protection and Research Operations in NREL’s successful implementation of DOE Order 470.3C, Design Basis Threat.

  • Screen and analyze hazardous materials, including chemicals, biological agents & toxins, and radiological materials for emergency management and security.

  • Conceptualize and communicate major analytical elements of Emergency Management, to both technical and non-technical personnel.

  • Utilize statistical software, spatial analysis tools, and modeling and simulation software solutions to conduct hazard and consequence assessments.

  • Provide subject matter expertise and hazards analysis information to Laboratory Protection for planning credible drill and exercise scenarios.

  • Serve on the exercise design/planning team and assist with the development of objectives.

  • Serve in an assigned on-duty/on-call position in the Emergency Response Organization (ERO), with the potential for 24/7/365 recall and assignment on extended hours or during nights, weekends, and holidays, whenever such events occur.

  • Serve as the program owner for NREL’s Hazard Identification & Control Process and lead liaison for alignment with NRELs Work Planning and Control process.

  • Develop an aligned suite of risk assessment methods (e.g., HAZOPS, structured What-If, Fault Tree, Event Tree) and safeguard implementation/verification best practices.

  • Support event investigations including the development and implementation of effective corrective actions.

  • Serve as the technical interface to the Golden Field Office for chemical safety, chemical emergency planning and hazard identification & control processes.

Basic Qualifications

Relevant Bachelor's Degree and 14 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 12 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 9 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 9 or more years of experience or equivalent relevant education/experience. Applies advanced technical principles, theories and concepts. Contributes to the development of new principles and concepts. Develops advanced concepts, techniques and standards. Develops new applications based on professional principles and theories. Viewed externally as subject matter expert in field. Comprehensive and advanced knowledge of laws, regulations, principles, procedures and practices related to specific field. Superior leadership, project management and problem solving skills. Ability to use various computer software programs.

Additional Required Qualifications

  • Excellent understanding of 10 Code of Federal Regulation 851, Integrated Safety Management and OSHA regulations related to Hazard Communication, Laboratory Safety Standard, and chemical specific standards.

  • Proficient in statistical software, spatial analysis tools, and modeling and simulation software solutions to conduct hazard and consequence assessments.

  • Demonstrated leadership abilities in programmatic planning, organization, improvement, and execution.

  • Self-motivated with demonstrated ability to negotiate, influence, and perform independently.

  • Excellent interpersonal and oral/written communication skills.

  • Proficient computer skills, including MS Office Suite, email, and ability to quickly learn database software applications.

  • Ability to travel on occasion.

  • Other duties as assigned.

Preferred Qualifications

  • Bachelor’s degree in chemistry or other relevant discipline.

  • Master’s in public health or other relevant discipline.

  • Certified Safety Professional and / or Certified Industrial Hygienist.

  • Experience in working with geographic information system (GIS) to communicate relevant information to emergency responders.

  • Extensive experience working at a Department of Energy site implementing DOE O 151.1D and DOE Order 470.3C.

  • Successful completion of National Atmospheric Release Advisory Center 150 Training.

  • Working knowledge of the National Response Framework (NRF), National Incident Management System (NIMS), and the Incident Command System (ICS).

  • Ability to interpret and resolve conflicting codes and standards to support research goals.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Professional V / Annual Salary Range: $114,500 - $206,100

NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
