Job Description

The National Renewable Energy Laboratory (NREL), located in Golden, Colorado, is looking for an information technology professional who will implement Digital Information Governance System (DIGS) with the assistance of an integration vendor. DIGS will be a centralized information governance solution for electronic information stored in disparate systems at the laboratory that includes scientific, mission support, administrative, and enterprise business systems supporting nearly 4,000 staff. The IT professional will also be responsible for the continued maintenance, support, and administration of DIGS upon successful implementation.

The IT professional for the DIGS system will:

  • Implement the Digital Information Governance System, including:

  • Managing the implementation project with the selected vendor

  • Installing and configuring the tool in NREL’s environment

  • Overseeing the testing and quality assurance of the tool post implementation

  • Deploying the tool across the laboratory

  • Creating comprehensive training materials

  • Collaborate with both the Information Governance program and Information Technology Services to meet compliance and technical requirements for DIGS.

  • Serve as the primary, ongoing system administrator of DIGS after vendor implementation.

  • Perform continued maintenance of DIGS as updates and changes are made to the tool.

  • Create and implement new configuration workflows for connected systems to meet information keeping requirements

  • Connect additional information systems to DIGS after the initial launch of the tool.

  • Work with the Information Governance program to establish strategic direction, make decisions and develop new concepts, techniques, and standards regarding DIGS.

  • Build detailed documentation for system design specifications as well as workflow configuration decisions.

Basic Qualifications

Professional III- Relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant PhD or equivalent relevant education/experience. Complete understanding and wide application of principles, concepts and techniques in specific field. General knowledge of related IS disciplines. Strong leadership and project management skills. Skilled in analytical techniques, practices and problem solving. Advanced programming, design and analysis abilities with various computer software programs and information systems.

Professional IV- Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive IS expertise in specific field and has full knowledge of related disciplines. Evaluates new hardware, software, systems tools and applications and makes procurement recommendations. Excellent leadership and project management skills. Skilled in analytical techniques, practices and problem solving. Extensive programming and architecture abilities with various computer software programs and information systems.

Additional Required Qualifications

IT Professional III-Systems Administration:

  • Experience in independently developing, implementing, and administering enterprise content management, electronic recordkeeping, and electronic information systems.

  • Experience in independently implementing electronic recordkeeping requirements in electronic information systems.

  • Experience in independently implementing software solutions from start to finish in partnership with a vendor.

  • Experience in independently configuring connections between electronic information systems via API or other backend means.

  • Advanced knowledge of information governance principles and lifecycle management workflows.

IT Professional IV-Systems Administration:

  • Background and experience in leading development, implementation, and administration of enterprise content management, electronic recordkeeping, and electronic information systems.

  • Background and experience in leading implementation of electronic recordkeeping requirements in electronic information systems.

  • Background and experience in leading implementation of software solutions from start to finish in partnership with a vendor.

  • Background and experience in leading configuration of connections between electronic information systems via API or other backend means.

  • Experience interacting with senior internal and external personnel on significant technical matters.

  • Extensive knowledge of information governance principles and lifecycle management workflows.

Preferred Qualifications

  • Skilled at investigating and troubleshooting issues, solving problems, and finding ways to independently complete familiar and unfamiliar complex tasks.

  • Excellent leadership, project management and problem-solving skills.

  • Excellent communication skills, including listening; being able to provide both oral and written presentations on changes as well as appropriate documentation.

  • Ability to work cooperatively in a fast-paced, dynamic team environment and communicate effectively with colleagues, NREL leadership and staff.

  • Must be detail-oriented with excellent organizational skills, able to multi-task, and able to work independently while exhibiting outstanding interpersonal skills and team orientation.

  • Knowledge and understanding of information technology principles, concepts, theories, and techniques pertaining to system development and lifecycle; electronic information system architecture and infrastructure, including data management and storage; imaging technologies; programs and applications used to create, retrieve, store, and distribute records and information.

  • Knowledge of laws, regulations, principles, procedures, and practices related to specific field.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: IT Professional III / Annual Salary Range: $79,600 - $143,300

Job Profile: IT Professional IV / Annual Salary Range: $95,500 - $171,900

NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
