Facility Information System Manager

This position manages NREL’s facilities-related information systems including DOE’s Facility Management Information System (FIMS), DOE’s Real Property Condition Assessment Survey (CAS) and it’s associated Condition Assessment Information System (CAIS), and serves as system administrator for NREL’s space management and work control management system.
Primary responsibilities include, but are not limited to:
Manage a detailed, centrally controlled, computerized database of facility inventory information per DOE guidance for approximately 65 structures and 1.1 million square feet. Assist in the accurate collection and reporting of FIMS required data including annual required and annual actual maintenance data.
Plan, manage and ensure completion of condition assessment surveys of all NREL facilities and fulfill related DOE reporting requirements.Assess facility conditions that are founded on recognized, fully defined industry-based inspection and deficiency standards.
Develop and maintain a Quality Assurance plan and procedure that ensures compliance with data requirements.
Provide QA analysis of the data between facility management systems to ensure information is consistent and reported in accordance with DOE Orders and directives. Provide configuration control of systems.
Perform asset management services to maintain data as it changes or is created, and address data validation questions directed during interviews by DOE’s cognizant office.
Prepare annual condition assessment survey reports documenting general conditions, systems and component deficiencies with recommendations for repair or replacement of the deficient components or systems. Enter the results from annual facility condition assessments into the CAIS database.
Provide an updated list of deferred maintenance items, and a valid estimate of costs using local and site factors.
Bachelor's Degree in computer information systems, computer science or related degree and 5 or more years of facility information systems or related experience
Or, Master's Degree in computer information systems, computer science or related degree and 3 or more years of facility information systems or related experience
Or, PhD in computer information systems, computer science or related degree.
Or, JD in computer information systems, computer science or related degree.
Complete understanding and wide application of technical principles, theories and concepts in the field. General knowledge of other related disciplines. Considerable knowledge of laws, regulations, principles, procedures and practices related to specific field. Strong leadership, project management and problem solving skills. Ability to use various computer software programs.
Familiarity with DOE’s FIMS and CAIS management systems.
Proficient in DOE’s facility management and property condition assessment requirements.
Experience providing system administration support for facility space management and work control management systems.Knowledge of FM:Systems is a plus.
Government sector management information systems experience is a plus.
Ability to work on multi-disciplined projects as needed.
Excellent organizational, interpersonal, and verbal and written communication skills.
Holds applicable professional certifications.
