Job Description

This role is on the Sourcing and Subcontracts Team in our Office of the CFO (OCFO), a group tasked with supporting a variety of NREL’s Technical Staff by providing full life-cycle subcontract administration for research & development, technical services, equipment & supply acquisition, and other services (design, installation, testing, etc.) as needed. In some cases, these actions will support the development and implementation of technology that is on the cutting edge of the current science that is being investigated.

The Subcontract Administrator directs and oversees the subcontracts and purchases necessary to fulfill the mission of the lab through their lifecycle. The Subcontract Administrator serves as the liaison between the NREL ‘Customer’ (i.e. the end user of the good/service), NREL Legal, NREL Finance, offerors and subcontractors. They serve as the main facilitator and negotiators for acquisitions, providing recommendations, record keeping, contract monitoring, change management and more. Subcontract Administrators of all levels complete purchases that cover a variety of industries/technical areas. Regardless of the technical area, the Subcontract Administrator is the primary individual responsible for the creation and management of all assigned acquisitions.

What to expect:

  • In partnership with the ASP Team, develop acquisition strategies to ensure goods and services are acquired in a timely and cost-efficient manner.

  • Develop strategic partnerships with key vendors for cost and service advantage through negotiating favorable pricing and contract terms and conditions.

  • Serve as the main facilitator and negotiators for acquisitions, providing recommendations, record keeping, contract monitoring, change management and more.

  • Assist in the development of performance improvement initiatives to consistently improve the level of service and capture operational savings.

  • Report and update key data inputs to functional metrics to reduce expenses and improve effectiveness.

  • Perform risk management for supply contracts and agreements.

  • Prepare, conduct, and oversee best value, competitive and sole source solicitations.

  • Perform and draft cost/price analyses and decision support documentation.

  • Source, negotiate and administer subcontracts and purchase orders with a diverse portfolio of business concerns/entities.

  • Resolve issues related to vendor performance, audits, intellectual property, vendor equipment purchases, National Environmental Policy Act (NEPA), small business subcontracting goals, and organizational conflicts of interest.

  • Apply governing terms and conditions per Federal & DOE acquisition regulations.

  • Participate in the pre-qualification of Offerors (including capabilities, capacities, and financial studies).

  • Requests for Proposals (RFP) preparation (including coordination of technical scopes of work development process – interface with project controls/finance staff, legal support staff, project management staff, engineering staff, accounting staff, construction subcontractors and NREL's DOE staff).

  • Lead Request for Proposal (RFP) explanation meetings, contract pre-award meetings, final negotiations.

  • Analyze commercial sections of proposals and coordination of technical proposal evaluations; develop final proposal evaluations and prepare contract recommendations, and present recommendation to project team and/or client.

  • Maintain documentation of solicitation and award process according to internal policies and processes.

  • Post-award Subcontract Administration.

  • Prepare, issue and administer the modifications to subcontracts.

  • Address questions and concerns related to invoices submitted for payment.

The successful candidate can work autonomously, takes initiative, thinks critically towards complex analysis, and has attention to detail. We are looking for someone who can execute a high standard of contract administration and contribute towards process and reporting improvements for the acquisition services. This role focuses on fast-paced and highly diverse set of challenges on a daily basis. The overall mission of the Sourcing and Subcontracts Team is to execute the requests of NREL Staff in a quick and efficient manner to successfully achieve the goals they are working toward. This service helps get NREL the best service or product for the best price to earn the reputation of being the most innovative lab that delivers quality work by promised milestone dates.

Basic Qualifications

Professional IV--Subcontracts Administration- Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field.

Professional III-Subcontracts Administration- Relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field. Or, relevant PhD or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field. Or, relevant JD or equivalent relevant education/experience in supply chain, management, business, contracts administration or similar field.

Additional Required Qualifications

Professional IV-Subcontracts Administration-

  • Demonstrated subcontract administration experience with commercial item procurements.

  • Demonstrated ability to effectively work with multiple funding stakeholders from federal and state agencies, major industry corporations, and highly technical subject matter experts with minimal guidance.

  • Contributes to the development of new concepts, techniques and standards.

  • Considered internal subject matter expert for federal contract administration and must be strong in legal compliance, negotiation, relationship management, cost/price analysis, and compliance implementation.

  • Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field - such as FAR regulations.

  • Excellent leadership, project management and problem solving skills.

  • High degree of comfort with ambiguity, extremely strong professionalism, and high degree of confidence in oral and written communication.

  • Ability to use various computer software programs.

  • Proven track record maintaining high documentation standards with minimal guidance.

Professional III-Subcontracts Administration-

  • Demonstrated subcontract administration experience with commercial item procurements.

  • Demonstrated ability to effectively work with multiple funding stakeholders from federal and state agencies, major industry corporations, and highly technical subject matter experts.

  • Must be skilled in legal compliance, negotiation, relationship management, cost/price analysis, and compliance implementation with some guida.

  • Considerable knowledge of laws, regulations, principles, procedures and practices related to specific field - such as FAR regulations.

  • Can execute federal contract administration with minimal guidance.

  • Strong leadership, project management and problem solving skills.

  • Comfortable with ambiguity, extremely strong professionalism, and high degree of confidence in oral and written communication with minimal guidance.

  • Ability to use various computer software programs.

  • Proven track record maintaining high documentation standards.

Preferred Qualifications

  • Background in federal procurement is a plus.

  • Experience with DOE's DEAR is a plus.

  • NCMA certifications are a plus.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Professional IV / Annual Salary Range: $79,600 - $143,300

Job Profile: Professional III / Annual Salary Range: $73,200 - $120,800

NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees.
