This position acts as the Project Billing Team Lead to exempt accounting staff in the Financial Operations Group. The Project Billing Team Lead is responsible for the overall functions of accounts receivable and Strategic Partnership Program project accounting. This position will lead the analysis of routine and complex issues and accounts within the Project Billing team. This position must be able to communicate and find solutions for internal and external NREL customers, maintain compliance with applicable laws, regulations, DOE contractual requirements, and NREL and Alliance policies and procedures. This position can be either hybrid or in person, and reports to the Assistant Controller for Financial Reporting & Compliance.
Lead, prioritize, and delegate work activities for exempt staff with extensive customer impacts.
Lead the review and analysis of routine and complex customer contracts and cost plans.
Monitors and analyzes monthly project costs in conjunction with maintaining sufficient customer advances.
Finds solutions as well as help guide team members through complex accounting problems and customer issues.
Prepares routine and complex customer invoices and provides adequate supporting documentation based on individual customer needs.
Prepares routine and complex accounting reports as needed.
Reviews and accounts for customer receivables, advances, payments, and collections.
Communicates with Technology Transfer Office staff, customers, and Principal Investigators both verbally and in writing, as needed.
Lead the review and analysis of accounting data, reconciliations, and reports.
Leads the routine and complex accounting research and analyses, including account and variance analyses.
Review and prepares manual journal entries and supporting documentation.
Lead the testing and migration support of solutions through Oracle and other financial software applications to ensure results.
Review and modify accounting desk procedures.
Provides internal controls and risk analyses as needed.
Assists staff in adoption and implementation of new techniques and processes.
Provide input for staff’s performance objectives and performance appraisals.
Act as a management delegate as needed, on a short-term basis.
Responsible for other accounting and financial operations duties as assigned.

Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience.
Additional Required Qualifications
Thorough working knowledge of GAAP and laws, regulations, principles, procedures and practices related to specific field.
Strong analytical and problem-solving skills.
Demonstrated verbal and written communication skills with a variety of customers and management levels.
Must be detail oriented and a team player.
Meeting critical deadlines is a must.
Intermediate knowledge of personal computers and spreadsheets.
Certified Public Accountant or CPA Candidate.
Ability to interpret and apply federal and Department of Energy (DOE) regulations and accounting guidelines.
Demonstrated experience with an integrated job-cost (project) based accounting system.
Prior government contractor experience.
Demonstrated experience with Oracle financial applications.
Annual Salary Range (based on full-time 40 hours per week)
Annual Salary Range: $73,900 - $133,100
Offers will typically be made in the bottom half of the listed range. NREL takes into consideration a candidate’s education, training, and experience, as well as the position's work location, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
