Job Description

Ensure continual accountability of company, government, or contractor property and assets in accordance with NREL policy and government regulations. Responsible for all property management and shipping and receiving operations.

  • Implement DOE Property Management regulations (41 CFR 109) and associated DOE orders.

  • Ensure property transfers and disposition among government organizations and NREL subcontractors.

  • Manage precious metal inventory, precious metal room operations, and sensitive and high-risk items.

  • Conduct property audits and develop, recommend, and implement property administration policies.

  • Oversee and direct all shipping and receiving functions and procedures.

  • Accountable for the safe and efficient packaging, storage, handling, and transportation of all forms of hazardous materials and waste (including hazardous substances, radioactive waste and infectious waste).

  • Responsible for ensuring compliance with all related safety regulations including DOT and OSHA.

  • Develop and maintain associated key performance indicators (KPIs) that best represent department performance.

  • Manage departmental spending related to consumables, other materials, and labor to maximize efficiency. Monitor workflow, make adjustments as necessary, and meet customer priorities.

  • Lead efforts toward cross-training of designated personnel to maximize workforce flexibility. Also manage department's ability to utilize additional subcontractor resources as needed.

  • Develop and maintain related program level procedures and software management systems. Continually review and maintain existing processes. Implement procedure changes where necessary to address performance issues and maintain department goals.

  • Manage special projects and perform other duties as assigned.


Basic Qualifications

Bachelor’s degree required. BS degree in Business, Science, Engineering or related.


Additional Qualifications

  • Proven experience in leadership positions promoting a strong safety-first culture and managing safe operations.

  • Experienced managing safety performance and all training for assigned workforce.

  • Excellent people skills and a strong potential for leadership development.

  • Proven ability to manage staff to meet established goals and metrics.

  • Proven experience implementing change management and configuration management processes.

  • Experienced maintaining management systems, including procedures, program development, and software solutions.

  • Experience in developing and managing program documents.

  • Experienced maintaining financial performance within budget and accurately forecasting future budget and other resource needs.

  • Risk management experience including proactively identifying and managing potential risk areas.

  • Demonstrated skill in dealing with legal and ethical management issues and practices.

  • Broad and in-depth knowledge of the issues and best practices in the areas of property management, and logistics of shipping, receiving, and transportation including hazardous substances.

  • Previous management, budget development and/or significant leadership in an individual contributor role required.

  • Experience with Oracle and MS Office suite.

Preferred Qualifications

  • Effectively manage functional group of employees including on-boarding new employees, training, setting performance goals, and accountability.

  • Creativity in approaches used to develop and direct short and long range planning.

  • Knowledge and understanding of financials and performance metrics.

  • Knowledgeable how to manage a vehicle fleet and federal requirements for vehicle use reporting and justifying the need for vehicles.
